Just wondering if anyone knows if public safety will ever get the raises they are supposed to get.



a.   Discuss Proposed New Public Safety Pay Plan Adjustments. 

 


County Manager Poe reviewed the proposed pay plan. He stated the proposal came out of the Special Public Safety Committee and the Public Safety Committee. He stated on October 1, 2008 they are proposing to implement a service factor salary adjustment for all of the departments affected. They are also looking to increase all of the salaries that are under minimum, to half way to the new minimum. He stated in July 2009 they are looking to do an across the Board adjustment for all employees. He stated the Commission will have some latitude in what that percentage will be. At this time, 3% is being recommended. He stated then in October 2009, they would complete the increase to the new minimum salary or an additional 2% salary adjustment for all Public Safety positions. He stated the departments that are proposed to be included in this plan are the Police Department, the Prison, the Sheriff’s Office, E-911, Animal Control, Emergency Management Agency, and all POST Certified Correctional Officers in the Public Works, Recreation, Recycle Center, Forum, and Facilities Management Departments.




He stated based on working with this committee, these were the goals of what the proposed Public Safety Pay Adjustments were to be. He stated basically it is to help the county retain Public Safety employees. They are hoping that the results of the new Public Safety Plan will be: a reduction in turnover; improve staffing levels leading to safer working conditions; improved morale; and cost savings in training new personnel. He stated the new Public Safety Pay Plan proposes to address the following issues: 1) relieve pay scale compression; 2) remedy most of the pay and equities; 3) and raise pay to make Floyd County more competitive with surrounding agencies. He stated along with implementing this plan, he recommends that the County Commission support keeping the Special Public Safety Committee active to continue to monitor the performance of the new plan, to discuss additional options to improve and maintain pay and benefits, and to assist with gathering information to keep the pay plan up to date. Additionally he recommended that the county perform a comprehensive pay study at least every three years, and that our goal will be to perform the study in house. He stated they have a list of the minimum salaries and there are three columns showing all of the positions, the existing minimum salaries, what the Floyd County Pay Study recommended, and what the committee proposal was. He stated on several of these minimums the committee has gone along with what the pay study recommended. There are several middle management positions that they are recommending a higher minimum salary, but that would be the new minimum pay for all of those positions as listed.




He stated this would go into effect, if approved, beginning October 1, 2008. They did talk about the financing, and as the Commissioners mentioned, this is a tough budget year. He stated next year is going to be even tougher, but he thinks we are all willing to do what we can to make this program go through. He stated they feel like it is time that they address this issue and go ahead and hit it “head on” to implement it all at once over this one year period of time. Chairman Jennings stated they have been asked by the District Attorney to look at the pay of the investigators in that department. He stated he believes that there are also some investigators in the Public Defenders Office. He stated he would propose that they have some conversation with the District Attorney and the Public Defenders Office in regards to those investigators.




County Manager Poe stated he would like to thank everyone on the committee. Chairman Jennings stated he can speak for the Commission that they appreciate the work of that committee. He stated they did a great job of gathering data and information, and communicating with each of the departments. He stated he was impressed with their levelheadedness, and yet their assertiveness, in regards to all persons working in public safety. They applaud them and appreciate their hard work. He stated the Commission is trying to do their little part to reward that effort. Commissioner Lumsden stated he would like to say how much he appreciates the committee and the give and take that took place. Also, a special word of thanks to County Manager Poe, Human Resources Director Larry Johnson, and Finance Director/Comptroller Gary Burkhalter for taking all of the information that they were given, and the points that were raised, to iron out some things that will hopefully address the problems that have been raised and make it a better environment for them.

They got an initial 2.5 percent and then the funds for the rest of the plan were mysteriuosly not there. The next hit was the insurance which has gone up 29 percent since the raise was "passed". Budget cuts and furloughs followed that.
They now cannot understand why public safety employees are quitting in droves. Soon there will be a dire shortage of officers on the street.

Unfortunately with the current economic crisis the commissioners are going to find it way too easy to tell you they just don't have the money. They will give you the song and dance of how they are doing everything in their power just to keep the employees they have and that they believe more cuts will have to come before it's over with.

If you look around the large departments around the state you will see, no raises, insurance increases and commissioners cutting vital services. Gwinnett cut out their DUI task force for almost 3 months. Only with an "emergency increase in the millage rate" will they bring this back in the next few months as well as open some brand new empty fire stations.

I foresee more talks of tax increases coming in Floyd County. I'm sorry, but it's time to cut convenience services like libraries and parks to keep pubic safety running.

A commissioner that fails to provide for the public safety fails to do there elected job. Of all their tasks, public safety is the most important priority.

They can start with Poe's wish list!

that's funny tex, but we aren't in a economic crisis. If we were, nonessential items would be cut first, we wouldn't be buying fitness equipment for rarely used facilities.

And somewhere in the local news last week was where they are working on the new budget that will include more "across the board" furloughs and more positions being cut all together.  I have mentioned before the safety at the prison where they could be as little as 3 officers at night with no protection.  At least the new warden cares enough about his officers to get them some means of protection but they are still understaffed and underpaid.  And with the opening of the new work release center that they will have to staff who else will loose their jobs so we can adhere to what they promised in a long forgotten SPLOST?

I just want to make sure that everyone realizes that on the majority of the nights of the week after 2am... there are only 3 or 4 cars covering the county. Alot of times... there is a north car, a south car, and a floating sgt. Does anyone else think this is a good idea? Only a matter of time before this gets someone hurt or worse....

floyd county is at least 75 miles from one end to the other. 3 or 4 cars to patrol that large of an area is absurd and scary to read. It may be larger i don't know. I do know floyd is one of the larger counties in ga. and that ga. is the largest state east of the mississippi river.

 that is a lot of area to cover with that few number of cars.

I don't think it is quite 75 miles, but it is big county, and with the rivers, you have to drive to a bridge most of the time. I would guess.....maybe a little over 40...

 I believe that when fully staffed FCPD has a car in each of the five areas and a Sgt. to assist. Someone on here knows for sure.
